With rising inflation and drastic budget cuts the norm everywhere, governments are fast recognizing the need to optimize various programs along with their underlying ICT deployments which serve as business support systems, in order to enhance efficiency.

Developing economies like India have different priorities than their developed counterparts. There are some pressing needs that need to be addressed, namely

  • How to generate measurable results from various programs.
  • How to ensure programmatic convergence.
  • How to create efficiency of the programs with People, Process and Technology.

After the adoption of liberalization policies, there has been a sizable shift in the demand-supply balance. Governments have now reached a consensus that half-hearted program roll outs will just not do anymore.

Global recession and its backlash coupled with the pressing need to reduce structural deficits have made governments re-access their tax strategy, re-evaluate expenditure and put current fiscal policies under a microscope.

As a result, governments today need to undertake programs and projects with an integrated and holistic approach, considering the impact of political, economic, social, technology, environment and legal variables that may influence feasibility and sustainability of these programs throughout their life cycle.
